Russia’s Gosuslugi Portal Nears One Billion Requests After Processing 900 Million
Russia’s Gosuslugi public services portal has earned the trust of millions of residents. The service is used daily, with the total number of online transactions approaching one billion.

The Power of Habit
Users have fully and decisively embraced the platform. By the end of 2025, 120 million people had registered on Gosuslugi. Around 14 million users log in every day, up 40 percent year on year. Over the past year, users submitted nearly 900 million requests through the portal, while the total number of services available exceeded 2,600. About 1,000 new digital services went live last year alone.
Russia’s Ministry of Digital Development noted: “Gosuslugi is a key tool for digitizing public services, simplifying interaction between citizens, businesses, and the state.”
From Weddings to Car Purchases
The portal has become an assistant in a wide range of life situations. For example, 360,000 couples submitted marriage applications through Gosuslugi, more than 600,000 families applied for maternity capital benefits, and the births of nearly 400,000 children were registered online. Users filed more than 6 million applications for vehicle registration and booked doctor’s appointments more than 50 million times.
Education-related services were also widely used: 3.4 million applications were submitted to universities, 1.7 million to colleges, and more than 1.1 million to first grades in schools.
A Digital Shield
One of the most in-demand IT features was a voluntary self-ban on loans, which allows users to restrict borrowing and protect themselves from fraud. More than 20 million people used this option last year. The portal also added SIM card monitoring services and the ability to temporarily limit access to financial data in cases of suspected fraud.
Class Schedules and Driver Chats
Gosuslugi is no longer just a service portal but a full-fledged digital platform bringing together services, chats, and communities. In 2025, the Gosuslugi Moya Shkola app was launched, allowing students and parents to access schedules, assignments, and academic performance data. By the end of the year, the app had been downloaded more than 5 million times. For high school students, the Podbor Vuza service was launched and used nearly 30 million times over the year.
Driver chats were also introduced for car owners. These allow users to anonymously warn others about accidents, vehicle towing, or triggered alarms. More than 2,500 such chats are created every day.
“Life Situations” Online and Offline
By the end of 2025, the portal had fully rolled out a catalog of “life situations,” bringing together 70 federal and 425 regional services. The catalog offers clear, end-to-end digital scenarios, from the birth of a child to claiming a tax deduction.
Gosuslugi has moved beyond being just a website or an app. It has become a full-scale digital infrastructure that is now difficult to imagine daily life without.
