Rosatom Expands Digital Resilience with Backup Site for Unified Access System

Rosatom IT integrator Greenatom has commissioned a backup site for the ATOM ID service, the key identity and access management (IAM) system within Rosatom’s digital ecosystem.

The new infrastructure has been deployed at an independent data centre operated by ZKO Moskva, geographically separated from the primary site. The move significantly strengthens the resilience of a service that supports the daily operations of more than 300,000 employees across the state corporation.

From Single Point of Failure to Geo-Redundancy

ATOM ID is a centralized IAM platform that manages access to all major Rosatom information systems, ranging from HR services and financial modules to industrial automated process control systems and nuclear facility management systems. Even a short-term outage of such a platform could disrupt operations at dozens of enterprises, including nuclear power plants, research centres and machine-building facilities.

Previously, the entire workload was concentrated at a single site. Now, in the event of any disruption – whether caused by a power failure, fire, cyberattack or scheduled maintenance – traffic is automatically redirected to the backup infrastructure. For users, the transition remains seamless and operations continue without interruption.

Seamless Updates and Security Priorities

The new architecture also provides substantial benefits for software updates. Previously, any modifications to software or operating systems required the service to be taken offline during maintenance windows, creating operational risks and inconvenience for users. Updates can now be introduced gradually, first at the backup site to verify stability and then at the primary site. That allows work to be carried out during regular business hours, minimizing the impact on operational processes and reducing pressure on IT personnel who previously had to perform upgrades overnight.

The geographic separation of infrastructure meets the most stringent regulatory requirements. ATOM ID has already received certification from Russia’s FSTEK under Trust Level 4, the highest level available for systems of this type. That means the platform can be used in first-class protected systems, including critical information infrastructure facilities such as nuclear power plants and defence industry enterprises.

The launch of the backup site forms part of Rosatom’s broader strategy to build a resilient digital environment. At a time when cyber threats and technological disruptions are becoming a constant factor, the reliability of IT infrastructure is increasingly emerging as a core element of industrial competitiveness.
