Russia Unveils First Draft Law on AI
Ministry of Digital Development publishes framework to regulate artificial intelligence use

Russia’s Ministry of Digital Development has published a draft law to regulate the use of artificial intelligence in the country. The document has been posted on the federal portal of draft regulatory legal acts.
For the first time at the legislative level, the law defines artificial intelligence itself, outlines the rights and responsibilities of market participants, and sets requirements for labeling AI-generated content. It also establishes liability for outcomes produced by AI systems that violate existing laws.
Support for Domestic AI
The proposal would require that the development and training of sovereign national AI models take place exclusively within Russia. It introduces key definitions such as “sovereign,” “national,” and “trusted” AI models, each accompanied by detailed criteria. Only trusted models would be allowed for use in government information systems and critical infrastructure.
The draft also provides for international cooperation, including joint research and data sharing. The law will affect IT companies working in artificial intelligence.
Priority data centers and supercomputers would receive government support, including reduced electricity tariffs, tax incentives, and budget funding. The draft law is currently under public consultation.
