In Russia, Violations in the Trade of Marked Goods to Be Detected Automatically

The new bill introduces automated detection of violations in the trade of marked goods based on data from state information systems.

Russia is entering a new phase of digital oversight in retail. The government has submitted a bill to the State Duma that provides for the automated detection of violations in the trade of marked goods using data from state information systems.

Digital Monitoring

The core element of the new oversight mechanism will be the State Information System for Monitoring Marked Goods. It tracks the full path of a product from manufacturer to retail checkout in real time.

The system can process more than 1.5 million operations per second, making it possible to identify violations without inspectors or on-site checks, relying solely on digital records.

Clearly Defined Violations

Oversight will focus on specific, formally defined violations that the system can identify unambiguously.

These include the sale of expired products, the sale of tobacco and nicotine-containing products by unregistered participants, and deviations from established minimum and maximum retail prices.

All such cases are recorded automatically based on cash register data, product markings, and accounting systems.

One Hundred Percent Accuracy

Deputy Prime Minister and Head of the Government Staff Dmitry Grigorenko explained that the system’s capabilities allow violations to be identified with one hundred percent accuracy, without additional inspections. He compared the logic of digital trade oversight to traffic cameras, where the system detects violations automatically and businesses receive electronic notifications.

A key part of the initiative is digital interaction with market participants. Notifications of recorded violations will be sent to personal accounts on the public services portal, and the bill also provides for pretrial appeals of fines in digital form.

Overall, the bill aims to further automate oversight, reduce administrative pressure on businesses, and increase transparency in the trade of goods subject to mandatory marking, building on the existing digital infrastructure.
