Russia is introducing AI‑powered biometric self‑service kiosks that allow citizens to receive government services without presenting a passport or speaking to an operator, marking a major step toward frictionless public service delivery.

Biometric Self‑Service for Government Services

Russia has developed innovative self‑service kiosks for multifunctional public service centers that let citizens obtain government services without showing a passport or interacting with staff. The new service, built on digital biometrics and artificial intelligence, was presented at the IT forum “Digital Solutions.”

The system automatically verifies a person’s identity through the Unified Biometric System, while an AI‑based assistant helps users complete the service request. The final document can be downloaded to a personal device via QR code or obtained in a traditional paper format.

Faster, Simpler, and Fully Optional

“Biometric service is already available in four Russian regions, with two more preparing to launch. The next step is identity verification and service delivery without interacting with a specialist, which will make the customer journey even simpler. At the same time, biometrics is voluntary—citizens will always be able to choose whether to work with an operator or use a self‑service kiosk,” noted Russian Deputy Prime Minister Dmitry Grigorenko.

The ‘Migom’ Service Platform

A pilot launch is planned in the coming months at a multifunctional center in the Lipetsk Region. According to experts, the new system will speed up service by a factor of 1.5 to 2

“We see growing interest in biometric service at public centers. In the pilot regions, thousands of people are already using it. We believe the new solution will make visits to My Documents centers even more convenient,” said Vladislav Povolotsky, CEO of the Center for Biometric Technologies.

To use the service, citizens must register their biometric data in advance at a partner bank or through home‑visit registration.

Expanding Biometric Services Across Daily Life

The development is part of the broader “Migom” service platform, which expands the potential of biometrics across various spheres—from hotel check‑ins without a passport and age verification to streamlined airport security checks and boarding procedures for trains.

The project highlights Russia’s growing expertise in biometric and AI technologies, aiming to modernize public services and improve citizen experience nationwide.
