Krasnodar Region Launches Online Access to Personal and Third-Party Debt Records

Residents of Russia’s Krasnodar region can now check their own and third-party debt records online through a new government service, designed to improve financial transparency and reduce legal and credit risks.

A Practical Oversight Tool

In the Krasnodar region, a new digital service has launched on the Gosuslugi (State Services) portal, allowing citizens to review outstanding obligations – including taxes, loans, fines and alimony – not only for themselves but also for third parties. The service also provides access to information about enforcement proceedings. In its first month, approximately 60,000 residents used the tool, and more detailed updates on enforcement cases were requested roughly 150,000 times.

The rollout illustrates how digital public services in Russia are expanding in scope while strengthening the role of a unified digital platform as the primary interface between citizens and official databases. The service can help users avoid financial consequences such as asset seizure or travel restrictions and can support due diligence in business transactions.

For residents, the platform offers a practical way to monitor financial obligations and reduce exposure to legal complications. For businesses, it provides an additional tool for assessing counterparty credit risk. For government agencies, projects of this type improve transparency and operational efficiency across digital public services.

Part of a Broader Digital Ecosystem

Because the service is designed for domestic use and tightly integrated with the Gosuslugi system, its export potential is limited. Legal and regulatory requirements governing personal data processing constrain cross-border replication. However, its domestic scalability is significant. Integrated with business-oriented services, the tool could evolve into part of a broader platform for monitoring legal and financial risks.

The likelihood of expansion is reinforced by the fact that the project is being implemented under the national program Ekonomika Dannykh i Tsifrovaya Transformatsiya Gosudarstva (Data Economy and Digital Transformation of the State).

Digital Engagement Is Accelerating

Over the past several years, Russia has seen steady growth in digital government initiatives at both federal and regional levels. One of the most widely used features on Gosuslugi is the Zhiznennye Situatsii (Life Situations) service. In 2025, one in five residents of the Krasnodar region accessed pre-configured government service scenarios through the portal, indicating rising digital engagement among citizens. Comparable digitalization initiatives are underway in other regions, including integration of electronic passports and digital management of urban infrastructure.

Digital transformation is also extending into enforcement proceedings. Previously, access to enforcement case information was restricted to participants in the process. Expanding access to third parties represents a significant shift in Russian administrative practice.

A High-Demand Tool

The new service marks another step in expanding the capabilities of the Gosuslugi portal and strengthening digital literacy among residents of the region and the country. Strong user adoption suggests clear demand for online tools that provide visibility into financial and legal status.

In the near term, similar services are likely to appear in additional regions. Integration with banking systems and business portals for counterparty assessment appears a logical next phase. Further functionality, including risk notifications and analytics-based alerts, is also expected.
