Rosatom and Tatarstan Grid Operator Pilot New Digital Substation Project
The systems are already undergoing pilot testing.

Rosatom Avtomatizirovannye sistemy upravleniya and Tatarstan’s Setevaya kompaniya announced the launch of a pilot project for a highly automated “4+” substation built around a centralized architecture. The project is designed to increase system automation while reducing the amount of hardware required to operate the facility.
A key part of the digitalization effort is Klaster (Cluster), a combined hardware-and-software platform that consolidates a substation’s secondary systems into a single device under a “platform instead of cabinets” model. The system is built around dedicated computing modules housed inside a single metal enclosure. The modules are linked into a cluster with redundant power supplies and a shared data communications bus, creating a scalable and fault-tolerant control system.
The developers also introduced a new approach to system redundancy. The architecture does not require full duplication of all components and allows equipment to be replaced without large-scale shutdowns.
