Moscow Introduces Digital Monitoring System for Couriers

The new system makes couriers personally accountable for traffic and safety violations while handling deliveries in Moscow.

Moscow has launched a digital monitoring system for couriers aimed at improving safety in the city’s delivery sector.

Under the new system, all courier e-bikes and electric scooters are equipped with IoT modules that monitor vehicle speed. When riders enter designated slow-speed zones, the vehicles automatically prevent them from exceeding local speed limits.

Couriers must also undergo document verification and daily photo checks. Delivery workers are now personally responsible for their behavior on the roads. In addition, the database is updated in real time, allowing authorities and platforms to impose sanctions quickly, ranging from fines to account blocks.

“We see that after two years of operating under a unified standard, Muscovites’ trust in courier services has risen to 80%,” Moscow Deputy Mayor for Transport and Industry Maksim Liksutov said.

Couriers currently deliver around 700,000 orders across Moscow every day.
