Russia Launches an Independent AI Router

Russian vendor Arkhitekh AI has developed KodikRouter, a universal API gateway for large language models. The platform is a domestic alternative to the global OpenRouter service, adapted to Russian legal and business requirements and designed to let companies use neural networks without risking data leaks.

KodikRouter is a fully Russian-built platform that acts as a single entry point for working with large language models. The product provides access to more than 300 LLMs – both Russian and foreign – through a single API key, regardless of transaction restrictions. The platform fully complies with Russia’s Federal Law No. 152-FZ on personal data protection. Its key feature is a built-in personal data masking module based on NER technology. KodikRouter allows companies to integrate neural networks into their workflows securely, reducing legal risks while simplifying technical integration.

The platform is aimed primarily at companies handling personal data in regulated industries, as well as the broader Russian IT market, which needs legal and convenient access to multiple LLMs through what is effectively a “single-window” interface. For citizens, that means confidential information is less likely to end up in external systems.

Over time, the platform could also gain traction in markets where governments are tightening AI localization and data protection requirements, including the CIS, BRICS countries, the Middle East and Asia. That expansion, however, will depend on proving the reliability of the service, the quality of its routing and its long-term operational stability.

KodikRouter Simplifies Access to Hundreds of Language Models

The launch of KodikRouter aligns with Russia’s National AI Development Strategy, which projects growth in the AI solutions market through 2030, expansion of the country’s talent pool and wider industry adoption of AI technologies. Yet large-scale AI deployment requires more than just neural networks. Businesses, industrial operators and government agencies also need a reliable service layer that can manage secure and controlled interaction with AI systems.

As the corporate sector moves beyond pilot projects and toward full-scale deployment of generative AI, Arkhitekh AI’s platform is taking on strategic importance. Businesses previously tested one or two models at a time. Now the range of AI use cases has expanded sharply, from support automation and document analysis to code generation and personalized digital services. Integrating every model separately is both expensive and technically difficult.

The pressure has intensified because, in early May 2026, the global OpenRouter platform, which provides access to more than 300 language models, began notifying users that Russian customers could no longer replenish their balances. That points to a gradual tightening of access restrictions for Russian clients. Losing access to foreign AI aggregation platforms could significantly weaken the technological competitiveness of Russian businesses.

As a Russian alternative to OpenRouter, KodikRouter addresses that problem by automatically routing requests to the most suitable model based on cost and performance. In practice, that reduces overall AI infrastructure spending and speeds up the launch of new digital products.

Sovereign Neural Networks

Russia has spent the past several years building its own market for LLM gateways, with major technology companies developing multi-model AI platforms of their own. In 2023, Yandex opened access to the YandexGPT API through Yandex Cloud, allowing businesses to build chatbots, fine-tune models and work with vector databases through embeddings.

Another major player, Sber, has focused on the enterprise market. In March 2026, the company launched GigaChat Enterprise, which has become a benchmark platform for local AI deployments in Russia. The system offers three configurations: an on-premise hardware-and-software package designed for maximum security, a cloud SaaS version for rapid scaling and a hybrid setup. Together, those options allow companies to build secure, personalized AI agents with strict access controls inside their own infrastructure.

Meanwhile, the MWS Cloud team, part of MTS Web Services, launched the MWS GPT Model Hub, which provides access to large language models through the public MWS Cloud Platform. Among the available models is Kimi 2 Instruct, one of the most powerful LLMs currently available. The service supports ten leading global open-source LLMs, including models from DeepSeek, Google, Alibaba, Zhipu AI, Moonshot AI and BAAI. The company plans to add another 10 models by the end of 2026, including TTS and ASR systems.

Russia Builds Out Infrastructure for Enterprise AI

Russia’s GenAI market reached 58 billion rubles in 2025 (about $793 million), according to industry estimates. That is more than five times larger than the 2024 figure of 13 billion rubles (about $177 million). The main driver behind the market’s expansion is demand from the B2B sector, which accounts for 77% of the total market volume. Consulting firm Onside estimates that Russia’s generative AI market could grow to 778 billion rubles by 2030 (about $10.6 billion), with an average annual growth rate of 68%.

That scenario, however, depends on whether companies can successfully scale deployments during 2026 and 2027. For now, most large companies – 79% – still avoid public AI services because of data security concerns. Against that backdrop, KodikRouter could become another key building block in Russia’s push to create sovereign enterprise AI infrastructure.

The built-in data analysis module based on NER technology scans request text and automatically detects personal information such as names, phone numbers, passport details and addresses. The system masks that data before the request is sent to the model provider. Once the response is received, the data is restored. For developers, the process is transparent. For end users, it is invisible. And for companies, it means compliance with Federal Law 152-FZ without any additional development work. This is a sovereign solution that removes the main barriers to AI adoption in banking, telecom, healthcare and the public sector
