Russia Launches Digital Service for Families Raising Children with Disabilities

The new tool on Vologda Region’s public services portal streamlines access to benefits, healthcare support, and essential resources for families in need.
Russia is expanding its use of cutting-edge digital technologies in public administration, with the Vologda Region rolling out an online service designed specifically for families raising children with disabilities. Accessible through the regional public services portal, the platform allows parents to apply for benefits and services without leaving home.
Through the service, families can request financial support for children with celiac disease or phenylketonuria, learn about available subsidies, secure free twice-daily meals for eligible children, and schedule online consultations with specialists — including speech therapists, psychologists, and special education experts.
The project is part of the federal “State for the People” initiative, aimed at making government services more convenient for citizens and businesses. By replacing paperwork with streamlined digital processes, the platform not only removes bureaucratic barriers but also saves time, ensuring faster, more equitable access to essential support.
