Moscow Turns Construction Sites Into Livestreamed, AI-Enhanced Monitoring Zones
Moscow has launched a new digital service that provides round-the-clock video feeds from construction sites, giving developers and regulators real-time oversight
A Citywide Network of Cameras
Moscow authorities report that 70 percent of the city’s construction sites are now equipped with video cameras integrated into a unified digital platform. According to Vladislav Ovchinsky, Moscow Government Minister and Head of the Department of Urban Development Policy, live video streams from construction areas are available 24/7.
Ovchinsky emphasizes that the integration enhances transparency and allows stakeholders to verify construction progress against approved plans, reducing uncertainty and improving project accountability.
Monitoring Backed by Law
The initiative became possible through the integration of two major municipal systems: the Information and Analytical System for Urban Development Management and the Unified Data Storage Center. Through a digital project passport, any authorized stakeholder can monitor construction activities in real time.
Moscow has also introduced legal requirements mandating that, starting in 2025, all developers must equip their construction sites with cameras and transmit footage to the city’s systems. As a result, full coverage of all construction sites is expected in the near future.
