Russia Launches Secure AI Deployment Platform for Government Agencies

A new secure platform developed in Russia enables the deployment of AI services across government and corporate systems in a fully localized and isolated environment, offering both national security advantages and export potential.

A New Era in AI Security

Scientists at LETI have developed a secure, large-language-model-based platform tailored for integration into government agencies and corporate environments.

Designed to operate in isolated network segments, the platform enables document summarization, report generation, and automated project documentation, all without any internet access. That makes it a viable option for handling sensitive data within classified domains.

It enables fast access to analytics, document preparation, report generation, instruction automation, and more — all within a protected local environment.

Toward a Full-Fledged Ecosystem

The LETI platform is particularly relevant for countries and sectors demanding secure, local AI deployments. Its modular structure supports adaptation for various jurisdictions. Russia has already begun deploying the platform within several governmental and corporate structures, setting the foundation for broader adoption in fields such as defense, healthcare, and regional administration.

 The initiative aligns with national strategies on digitalization and data sovereignty, laying the groundwork for a full ecosystem of Russian neurocognitive services.

Secure AI: A National Trajectory

Russia’s interest in secure, offline AI platforms dates back to at least 2022. That year, the Petersburg AI Lab initiated domain-specific LLM development for government use. In 2023, a new platform for handling Russian citizens’ personal data emerged, followed by regional document-analysis assistants. By 2024, Rostec had unveiled AI systems for defense manufacturers. These advances demonstrate consistent momentum toward AI models that serve critical sectors without relying on cloud infrastructure.

Looking Ahead: Domestic Integration and Global Reach

By 2025–2026, the LETI platform is expected to expand into more government bodies. Integration with other national digital platforms is also on the table, including sector-specific modules in justice, healthcare, and more.

Over time, Russia aims to build a full cluster of secure AI tools ready for export to countries developing digital infrastructure under heightened regulatory requirements.
