Russia Sets New Cybersecurity Rules for Smart Homes by 2030

Russia plans to overhaul cybersecurity standards for connected residential buildings, mandating government-certified protections for every smart device.

Russia is tightening cybersecurity requirements for its rapidly expanding smart home infrastructure. Under a federal digitalization plan, every connected device installed in multi-apartment buildings — from IP intercoms and sensors to utility meters — will have to run on software certified by the Federal Security Service (FSB) by 2030.

The initiative aims to ensure that all equipment in residential buildings undergoes strict authentication protocols, blocking unauthorized access attempts. Data collected by these systems — whether in transit or stored in databases — will need to be encrypted using officially approved cryptographic tools.

The plan also envisions widespread modernization of building infrastructure. Engineering, management, and emergency alert systems will all get “smarter,” promising lower utility costs, improved energy efficiency, fewer service outages, and faster responses to emergencies.

Russian officials say that beyond operational improvements, the cybersecurity overhaul is designed to protect residents’ personal data and bolster public trust in the country’s digital infrastructure.
