Russia’s Drone Empire Is Taking Shape—With Eyes on Medicine and Industry
Fueled by government investment and startup innovation, Russia is building a nationwide drone ecosystem with applications ranging from medical logistics to industrial R&D.
Russia is rapidly scaling up its production of unmanned aerial systems, aiming to improve both national defense and civilian quality of life. According to First Technical, from 2022 to 2025, the federal government allocated 243 billion rubles (approximately $2.6 billion) to drone development, with another 112 billion planned over the next three years.
Particular emphasis is being placed on dual-use drones. These aircraft are already delivering medication and biological samples to hard-to-reach areas, enabling faster treatment for patients. They are also deployed for epidemiological monitoring and transporting medical supplies.
The so-called 'drone empire' strategy includes supporting small and mid-sized businesses, training students and schoolchildren, and establishing specialized development hubs. Moscow and St. Petersburg are home to advanced research, Tomsk manufactures electronic components, and Perm develops drone engines.
By 2030, Russia aims to become one of the world’s leading drone powers—unlocking new potential across healthcare, logistics, and industrial automation.
