Yamal Deploys a Unified IT Support System for the Public Sector

Yamal has implemented a unified IT support ecosystem for the public sector, transforming fragmented digital services into a coordinated, high‑efficiency system.

A Unified Digital Backbone

The Yamalo-Nenets Autonomous Okrug (YNAO) has been recognized nationally for its ambitious IT modernization effort. The regional project, “Unified IT Support Framework,” earned top honors at the ELMA DAY’25 conference for its ability to streamline and professionalize IT services across government institutions.

The initiative, developed by the regional Department of Information Technology and Communications together with the state institution ‘Yamal Resources,’ consolidates dozens of previously isolated IT teams into a single service ecosystem. They now operate under shared rules, standardized workflows, and clear performance metrics. According to the department, the centralized platform has already cut request processing time in half.

Before the system was introduced, government employees relied on a patchwork of tools—local applications, spreadsheets, and incompatible software. Today, all agencies work within a unified, secure digital environment hosted on the department’s protected servers, ensuring both stability and data security.

A Foundation for Further Growth

More than 27,000 public-sector employees now use a modern self-service portal built on the platform. The project was named IT Initiative of the Year at the national level, highlighting its importance for digital governance in Russia.

“But we have only taken the first step and laid a strong foundation for an effective service ecosystem. We will continue building a reliable backbone for all our information systems and services,” said Nikita Mukha, an expert at the regional IT support and implementation office.

Mukha presented the region’s experience at ELMA DAY’25 during the session “From Fragmentation to a Unified Framework: Practical IT Service Support in YNAO Using a Platform-Based Approach.”
