Newborn Registration in Russia Moves Online
Russia’s Rozhdenie rebenka (Childbirth service) lets parents register births and access benefits directly from maternity wards

Russia has rolled out a digital service, Rozhdenie rebenka (Childbirth service), in Arkhangelsk Region and several other parts of the country, allowing families to complete key paperwork related to a newborn entirely online. Parents no longer need to visit civil registry offices or clinics, instead submitting all required data through the platform.
Since the start of 2026, the portal has registered 524 newborns. In 2025, a total of 2,910 births were processed through the system in Arkhangelsk Region alone.
The service allows users to obtain a SNILS (pension insurance number), taxpayer ID, public health insurance policy, and other documents.
Social Support in One Window
The platform also enables families to apply for government benefits alongside registration. Applications are submitted within the same interface, without the need to contact multiple agencies.
Women aged 18 to 25 can apply for a one-time payment upon the birth of their first child. In 2025, 919 women in the region received the benefit.
Families also use the system to request monthly child allowances. Last year, 6,209 people applied for support covering 13,488 children.
The regional platform also offers families the option to receive a cash payment instead of a land plot they are otherwise entitled to.
Arkhangelsk Region Governor Alexander Tsybulsky highlighted the role of digital services.
The service was developed as part of the Gosudarstvo dlya lyudey (State for People) initiative and is designed to streamline both document processing and access to social benefits within a single system.
