NSPK to Cut Fraud Thresholds for Banks Tenfold
NSPK plans to significantly tighten anti-fraud requirements for banks in 2026 by reducing the acceptable share of fraudulent transactions by a factor of ten compared with thresholds in place since 2020.

The announcement was made at the Antifrodum-2026 forum. Instead of a single threshold, NSPK proposes a three-tier control system: the first level is triggered when fraudulent transactions reach 1 million rubles ($~11,000) per month and 0.05% of a bank’s card turnover; the second level applies above 10 million rubles ($~110,000) and 0.02%; and the third above 50 million rubles ($~550,000) and 0.01%. The same criteria are expected to apply to payments via the SBP (Faster Payments System). Banks that fail to bring their metrics back within limits within two months will face fines.
Head of the Financial Innovations Association Roman Prokhorov questioned the effectiveness of the initiative, noting that social engineering remains the primary tool used by fraudsters and is not addressed by the new rules.
