Tyumen Researchers Develop AI Assistant to Help Residents During Floods

The system will provide real-time water level updates and guide users to safe evacuation points.

Students and early-career researchers at Tyumen State University have developed an intelligent digital assistant designed to help residents during floods. The system will provide round-the-clock updates on water levels and recommend safe evacuation locations. It can also accurately determine a user’s location and map a route to the nearest temporary shelter. The university’s press service shared details with IT-Russia.

What Pavodok72 Does

According to the university, the AI-based system consists of three integrated components: a chatbot in a messaging app, a virtual assistant on a web portal, and a mobile application called Pavodok72 (Flood72). The platform aggregates real-time data from hydrological monitoring stations, emergency services, and municipal agencies. The mobile app includes voice control and can operate offline without internet access. The web-based assistant integrates with regional digital maps to show road closures, while the chatbot provides guidance on safety procedures and available government compensation.

Expanding Beyond Flood Response

The socio-economic impact of deploying the AI assistant is expected to be significant. It will streamline access to critical information during emergencies and reduce pressure on emergency hotlines. Better-informed residents are also expected to face lower risks during flood events.

In the future, developers plan to adapt the system to deliver clear and timely alerts for other types of emergencies. There are also plans to scale the solution nationwide and expand the assistant’s coverage across all regions of Russia.
