Boom in Robotics Manufacturing Begins in the Moscow Region

Several new robot-manufacturing plants are set to open in industrial parks across the Moscow Region, signaling a major expansion of Russia’s robotics industry.

During the St. Petersburg International Economic Forum 2026, Moscow Region Governor Andrey Vorobyov signed a series of agreements with leading robotics manufacturers. New facilities will be built in the Titan and Klyuch industrial parks. The projects involve investments worth billions of rubles and cover a wide range of products, including warehouse shuttles, delta robots, and humanoid androids.

Doubling Capacity and Expanding Into New Markets

Komitas Group, which manufactures equipment for warehouse and production-logistics automation and robotization and develops software for automation systems, plans to open a second factory in the Klyuch State Industrial Park in Dmitrov District by the end of the year. The company already operates a manufacturing facility in Solnechnogorsk and maintains a research center with a testing laboratory in the Yesipovo Industrial Park.

Investment in the new project totals 400 million rubles (about $5.4 million). The additional capacity will help increase production volumes and expand export opportunities. The facility will manufacture sorting systems based on mobile sorting robots, high-speed sorting systems, conveyor systems, stacker cranes, and self-supporting racking structures. By the end of the year, the company expects to reach its target capacity of 20 kilometers of conveyors, 200 shuttles, 100 AMR robots, and two self-supporting automated warehouses annually.

From Grippers to Machine Vision Systems

Three major projects are set to launch simultaneously in the Titan State Industrial Park. In 2026, Bitrobotics, Russia’s first developer and manufacturer of high-speed delta robots, will bring new production capacity online at the site. The project involves investment of 150 million rubles (more than $2 million). The facility will be capable of producing up to 200 robotic systems annually. Its product lineup will include machine-vision systems for quality control, defect detection, and marking, as well as conveyor solutions and components such as modular frames and grippers, including vacuum, mechanical, and hybrid designs. In addition to manufacturing, the company will provide a full range of services, from installation and commissioning to maintenance, modernization, and personnel training for advanced equipment.

New Line Engineering plans to launch a modern manufacturing facility by 2028 producing automated storage systems, robotic stacker cranes, and specialized machine tools for machining components critical to the aerospace and machinery sectors. Investment in the project is estimated at approximately 91 million rubles (about $1.2 million). The company plans not only to serve the domestic market but also to export actively to CIS countries and the Middle East. A key competitive advantage of the site will be its close partnership with a specialized technical-vocational school. The company has already agreed to cooperate on hands-on workforce training, internships, and the development of a long-term talent pipeline for the robotics industry.

Humanoids Move Toward Mass Production

The largest project is being implemented by Valday Robots, which plans to invest 2.1 billion rubles (about $28.6 million) between 2026 and 2030. By the end of the decade, the facility is expected to reach annual production of approximately 1,000 units. The product lineup will include three flagship models: the Beryl industrial manipulator, capable of handling payloads of up to 25 kilograms for palletizing, welding, and assembly; the Argon autonomous transport platform for mezzanine-storage operations; and the Granit heavy logistics robot, with a payload capacity of up to three tons, designed for warehouse automation and material movement in defense-industry and machinery-manufacturing facilities. The site will also include a testing ground and a training center for system integrators. Over the longer term, the company plans to begin serial production of humanoid androids while creating approximately 150 new high-skilled jobs.

An Ecosystem for Robotics

Manufacturing robots is only one part of the broader strategy. The region has developed a pioneering system of business support and engineering workforce development. Robot manufacturers can receive subsidies covering up to 20% of capital expenditures, while industrial-park residents lease space at a rate of one ruble per square meter. Companies deploying robots are also eligible for an investment tax deduction that allows them to recover up to 90% of investments through corporate profit taxes. Additional property-tax incentives are available for robotic warehouses. These measures align closely with the federal goal of increasing Russia’s robot density to 145 units per 10,000 workers by 2030.

Achieving such ambitious goals is impossible without both talent and infrastructure. The Moscow Region and VPG Lazeruan are expanding the industrial robotics center in Fryazino, established under the Sredstva proizvodstva i avtomatizatsiya (Production Equipment and Automation national project). By 2027, the center is expected to become the region’s primary hub for workforce training and industrial services. Small manufacturers will gain access to modern equipment for upgrading production facilities, while the region will benefit from a growing pool of operators trained to work with advanced robotic systems.

Large-scale investment and the combined expertise of multiple engineering teams could position the Moscow Region among the leaders of the robotics industry, strengthening both Russia’s industrial base and its technological sovereignty.

For the Moscow Region, robotics development is one of the priorities of industrial policy, which is why we are interested in implementing projects of this kind across the region. These new agreements will support the growth of high-tech manufacturing, create new jobs, and strengthen the position of the Moscow Region as one of the country’s leading industrial centers
