North Dvina Gets an AI Upgrade for Ice Monitoring

Russia is expanding its high-tech infrastructure in the Arctic with an AI-powered system designed to monitor ice conditions continuously. Specialists from the Northern Directorate for Hydrometeorology and Environmental Monitoring and students at Northern (Arctic) Federal University in Arkhangelsk have developed a platform that uses artificial intelligence to track ice conditions on the North Dvina River in real time.

The North Dvina is the Russian North's primary transportation artery. It flows into the White Sea near Arkhangelsk, carrying cargo destined for Arctic development projects and supporting the annual northern supply campaign. Ships also depart from the Port of Arkhangelsk to enter the Northern Sea Route, making reliable ice monitoring a critical part of Arctic logistics.

Ice Under Constant Watch

Until now, specialists monitored ice conditions on the North Dvina only at scheduled intervals. The new system changes that by providing a continuous view of the river. Three video cameras installed on the roof of the Northern Directorate for Hydrometeorology and Environmental Monitoring stream footage into an AI-powered platform. The neural network identifies five categories of objects, including solid ice cover, shipping channels, open water, vessels, and drifting ice. Results are presented through a dashboard where operators can view live camera feeds, detected objects, and charts showing how ice conditions change over time.

The ability to detect ice jams and ice movement as they happen improves risk forecasting, provides earlier warning of rapid water-level rises, and enhances navigation safety. Future updates are expected to enable the system to estimate the intensity of ice drift, calculate the area covered by ice formations, and track the movement of individual ice floes.

Part of a Broader Digital Arctic Strategy

Russia has accelerated the digital transformation of the Arctic and the Northern Sea Route in recent years. Work on a digital ecosystem for the shipping corridor began in 2022, with ice monitoring identified as a core component of both hydrometeorological services and digital infrastructure. In 2024, Grinatom, part of Rosatom, and Sitronics Group began developing Yedinaya platforma tsifrovykh servisov (Unified Digital Services Platform) for the Northern Sea Route. The platform entered pilot operation at the beginning of 2025, bringing together dozens of services ranging from weather and ice information to environmental monitoring and permit processing.

Digitalization of the Northern Sea Route is expected to increase annual cargo volumes by another 2 million metric tons. Freight traffic along the route has grown almost tenfold over the past decade, reaching 37 million metric tons last year.

Researchers at Northern (Arctic) Federal University's Tsifrovaya Arktika (Digital Arctic) IT Park were already developing related technologies in 2024. One project, Ledovyy monitoring (Ice Monitoring), focused on identifying ice edges in radar imagery to improve navigation safety along the Northern Sea Route. The new system instead focuses on continuous video monitoring of a specific river waterway, complementing satellite-based observations with more detailed, real-time analysis.

Managing Climate Risks With AI

Once further developed, the combined hardware and software platform could find applications in countries with cold climates and extensive inland waterway transport. Its first priority, however, is Russia itself, where other northern rivers and waterways face similar risks from ice jams that threaten communities and disrupt transportation.

The North Dvina monitoring platform extends Russia's broader strategy of building a smarter and safer Arctic, where artificial intelligence is becoming an essential tool for managing climate-related risks and supporting the sustainable development of northern regions.
