Mishustin Signs Rules for Tracking Major Marketplaces
Russia has created a registry for major digital platforms, including marketplaces and aggregators, allowing companies to join either through government data reviews or voluntary applications.

Prime Minister Mikhail Mishustin has signed a decree establishing rules for creating and maintaining a registry of intermediary digital platforms. The document was prepared by the Ministry of Economic Development under Russia’s law regulating parts of the platform economy. The registry will include only large platforms – those with more than 100,000 users and annual transaction volumes exceeding 50 billion rubles ($~640 million).
Authorities will identify eligible platforms through two channels: data provided by the Federal Antimonopoly Service and the Federal Tax Service, or voluntary applications submitted by platform owners. The registry is to appear on the Ministry of Economic Development’s website by Nov. 2, 2026, and will be updated annually starting in 2027. Foreign platforms added to the list will come under special monitoring by Roskomnadzor within five days. Information from the registry will be available free of charge.
