Putin Signs Law Creating National IMEI Database to Combat Cyber Fraud
Russian President Vladimir Putin has signed legislation establishing a unified database of mobile device IMEI numbers as part of the country's second package of anti-cyberfraud measures.

The database will contain information on all mobile devices authorized and prohibited for use on Russian cellular networks. Mobile operators will be required to record which SIM card is associated with each device, while both telecom operators and designated government agencies will be authorized to submit data to the registry. The list of participating government bodies will be determined by the government.
Under the new framework, every mobile device imported into Russia will be registered in the national IMEI database using its unique 15-digit IMEI (International Mobile Equipment Identity) number. The government will establish the technical requirements for the database and the rules governing its operation.
