In Russia, Every Breeding Animal to Receive a Digital Pedigree
All farms must now register livestock in a new federal digital system for breeding resources.

New requirements for pedigree livestock breeding came into force in Russia on March 1. All farms are now required to register their animals in the Federalnaya Gosudarstvennaya Informatsionno-Analiticheskaya Sistema Plemenykh Resursov (Federal State Information and Analytical System for Breeding Resources, FGIAS PR). The platform will be used to issue electronic breeding certificates and grant permits for importing breeding products.
From Birthplace to Performance Records
Access to FGIAS PR is provided through the Gosuslugi (State Services) portal. Users must be affiliated with a registered organization. A single electronic passport is created for each animal. According to project head Vladimir Marfich, data is entered in stages. First, basic information is recorded, including a unique 14-digit number from the Rosselkhoznadzor system, the identification tag or chip number, and details about the owning farm.
A full digital profile is then created, including data on lineage – both parents – laboratory test results and genetic testing. Once all required sections are completed, the profile is signed with a digital signature and submitted for verification. Only after approval does the animal receive a final registration number, and the farm is issued an electronic breeding certificate.
According to Petr Moskalenko, commercial director of RC Plinor, the digital profile will eventually contain comprehensive data: species, breed, name, sex, date and place of birth, pedigree, a PDF version of the breeding certificate, insemination and calving records, productivity indicators such as live weight, milk yield tests, fat and protein content, and weight gain. Information must be updated every three months to prevent the profile from being archived. The record will also include laboratory findings, confirmation of origin, genetic test results, a composite breeding value index, evaluation across 18 traits, and exhibition achievements.
A Showcase for the Industry
FGIAS PR is set to become the country’s largest digital database of breeding resources and serve as a marketplace-style showcase for the industry. The system will include a public registry of animals and herds offered for sale. Buyers will be able to access animal profiles, obtain seller contact information, and communicate directly with farms even without logging into the system. At the initial stage, the platform will function as a federal catalog of pedigree livestock, significantly expanding the geographic reach of potential buyers, including those in Eurasian Economic Union countries.
In addition to listings of animals for sale, public access will also include registries of breeding farms and selective breeding achievements. The platform is expected to become part of international information exchange.
