Authorities Approve List of 40 Mandatory Preinstalled Applications for Devices
The Russian government has approved a list of 40 digital services that must be preinstalled on smartphones, computers and Smart TV devices starting in 2027.
The corresponding resolution has been published on the official legal information portal. "Approve the attached list of computer programs that must be preinstalled on certain types of technically complex products in 2027," the document states.
The government has also required manufacturers to set a search service developed in Russia or in a partner country of the Eurasian Economic Union (EAEU) as the default search engine. The service must be activated automatically when the device is first turned on, without requiring manual configuration. Yandex has been designated for this role.
Most of the 40 applications were already included in the corresponding list for 2026. Applications required to be preinstalled on smartphones include the RuStore app marketplace, the Gosuslugi portal, the Odnoklassniki and VKontakte social networks, and a range of Yandex services, including the Max messenger and the Dzen platform.
