Residents of Russia’s Tambov Region Register Newborns Through Gosuslugi Super-Service
In the Pervomaysky District of Russia’s Tambov Region, residents are increasingly using the digital super-service “Rozhdenie Rebenka” (Childbirth), integrated into the Gosuslugi public services portal, to register newborn children.

Since its launch in 2022, the service has simplified the process of registering a child’s birth and obtaining the primary documents required for a newborn. As a result, Rozhdenie Rebenka is steadily gaining popularity. In 2025, local authorities registered 78 children in the district using the service, and during the first two months of 2026 alone, four newborns have already been registered through the platform.
Public Trust in New Technology
The service, developed as part of the national project Ekonomika Dannykh (Data Economy), allows residents to submit birth registration documents remotely, coordinate the child’s name with the second parent, obtain confirmation of registration and, if needed, collect a paper birth certificate from the civil registry office. Its growing use indicates that residents have become more comfortable with digital technologies and trust them more. Increasingly, families are willing to switch from traditional paper records to digital documentation. As a result, the birth registration process has become significantly simpler and faster, saving parents both time and effort.
A Digital Profile Eliminates Waiting Lines
The service has already been introduced in many Russian regions. In addition to registering a birth, it can automatically initiate the issuance of several essential social documents – including SNILS (individual insurance account number), an OMS medical insurance policy and a referral for maternity capital benefits – without requiring parents to visit government offices in person. As a result, queues at administrative agencies are gradually disappearing. At the same time, every newborn receives a digital profile where essential personal information will be stored throughout the individual’s life. In the future, this digital profile will serve as the foundation for receiving social support and accessing other government services.

The platform’s functionality is also expected to expand. In the future, it may integrate more closely with social support programs and other services for parents and children, while interacting with additional digital platforms. Developers may also introduce a more user-friendly interface and automated data entry features. Rozhdenie Rebenka could ultimately serve as a model for similar digital government initiatives, particularly in countries seeking to transition public services into fully digital formats.
Regions Increasingly Embrace Digital Government
Digital government services gained particular momentum after the COVID-19 pandemic, when safety considerations joined convenience and time savings as key advantages of online services.
The digitization of services related to parents and children has been accelerating across Russia. In 2022, electronic medical birth certificates were introduced nationwide. Users quickly recognized the advantages of the new format and began exploring additional digital services. According to data from the Federal Tax Service (FNS), more than 217,000 newborns were registered in Russia through the birth registration service in 2025 alone.

Less Bureaucracy, Fewer In-Person Visits
The Rozhdenie Rebenka super-service illustrates how government services are shifting toward a proactive digital model that removes administrative barriers. The number of residents using the service is expected to continue growing, while other Gosuslugi services will also expand. Russian citizens have already experienced how automation of the government registration and social support cycle helps eliminate bureaucratic complications and reduces the need for in-person visits to public offices. Over time, new digital services may also emerge, including platforms connected to education systems and healthcare infrastructure.
