Artificial Intelligence Expands Into Russian Government Functioning

Regional authorities in Russia are rolling out AI to make public administration faster and more efficient, with early projects showing measurable improvements in productivity and citizen services.

The initiative began in the Ryazan region, where officials appointed a deputy premier for economic affairs to oversee the integration of artificial intelligence into regional governance. The move aligns the region with the federal Center for AI Development, which coordinates similar projects across the country.

Tatarstan has already demonstrated the potential of this approach. Its “Gosprompt” platform helps officials automate routine tasks. According to the republic’s head, Rustam Minnikhanov the system has prepared more than 27,000 documents and processed 13,000 initiatives, freeing staff to focus on more complex issues.

The aim is not simply to automate bureaucracy but to make cutting-edge technology simple and accessible to every civil servant, with minimal training required. These AI systems can help formulate requests themselves, dramatically simplifying daily operations.

The widespread use of AI in governance is expected to improve citizen services in the near term. By 2025, satisfaction with government responses could rise by 30%, and by 2026, AI could handle up to 60% of officials’ tasks, completing them 40% faster and more accurately.

The experiences of Tatarstan and now Ryazan are laying the groundwork for a new model of public administration—one that could serve as an example far beyond Russia.
