Artificial Intelligence in Russia Monitors Heavy Trucks in Residential Areas

Russia has rolled out an automated system to enforce parking rules for freight vehicles in residential areas.

In the Moscow region, authorities have introduced an advanced technology designed to maintain order in residential neighborhoods. A specially trained neural network connected to the Safe Region camera system now automatically detects heavy trucks that remain parked in residential areas longer than permitted.

Distinguishing Long-Term Parking From Short Stops

The artificial intelligence does more than simply recognize vehicles. It analyzes both the type of transport and the duration of parking. Every two hours, the system reviews video feeds from more than 500 intelligent cameras, identifying trucks that have been stationary for more than 60 minutes within residential areas.

“The neural network understands that this is freight transport and can distinguish long-term parking from a brief stop. Since its launch in mid-November, the system has identified 34 such violations,” said Nadezhda Kurtyanik, Minister of Public Administration, Information Technologies and Communications of the Moscow Region.

Once a violation is recorded along with the license plate number, the data is automatically sent to the administrative system. The process is almost fully digital: the system independently requests vehicle owner information and forwards the data to a responsible official for verification. If the violation is confirmed, the system generates a case file with evidence and sends it directly to the offender’s personal account on the Gosuslugi public services portal.

Fine Payments Under Automated Oversight

Artificial intelligence also tracks the payment of fines and, if necessary, transfers relevant data to court enforcement officers.

The Moscow region’s successful experience could be scaled to other regions and countries, offering a ready-made solution for comprehensive urban environment management using artificial intelligence.

Russia’s example shows in practice how digital transformation and advanced algorithms can address everyday challenges, helping create a more convenient and equitable urban environment.
