Deputy Transport Minister Alexey Shilo Outlines Russia’s Digital Push in Logistics

Officials aim to streamline cross-border freight with unified data systems, digital passports and paperless workflows.

What is Russia’s Transport Ministry doing to digitize the logistics sector? Deputy Transport Minister Alexey Shilo addressed the question at a session titled “Global Integration of Digital Platforms: How to Create a Unified Space for International Logistics” on the sidelines of the International Transport and Logistics Forum.

According to Shilo, the sector is currently hindered by fragmented data and system architectures, as well as the lack of an end-to-end digital environment. A single shipment can be accompanied by dozens of documents, often transferred multiple times between agencies, including in paper form. This leads to border delays and reduces the efficiency of the entire supply chain.

Digital Transport Passport

Businesses are calling for a single window to interact with government agencies, paperless document exchange and the ability to verify economic operator status for international partners. To achieve this, a standardized data format aligned with international norms is required. A digital transport passport is one of the key elements of the GosLog platform. It will be complemented by a full digital model of transportation covering all participants and documents, as well as expanded infrastructure for exchanging legally significant data.

The government is currently developing registry-based data models. Registers of shippers and freight forwarders are already being introduced, and a registry of transport and logistics infrastructure is planned. Starting September 1, 2026, Russia will begin phased implementation of GIS EPD, the State Information System for Electronic Transport Documents. Since February 2026, navigation seals have been introduced within the Eurasian Economic Union. Measures are also being taken to reduce border control processing time to 10 minutes.

“Our goal is to make transportation more efficient for cargo owners and shippers, so that logistics is no longer a bottleneck but an enabler of fast exchange of goods and services,” Shilo said.
