Digital Profile to Include Bankruptcy and Inheritance Data

Starting October 1, 2026, the digital profile will include information on bankruptcy, inheritance and pledges of movable property. Organizations will be able to access the data only with the client’s consent.

The rules were approved by Government Resolution No. 1217 of September 23, 2026. They expand an experiment that has been underway since 2019. According to the Bank of Russia, a financial institution can receive the data only with the client’s consent.

Bankruptcy information will come from the Unified Federal Register of Bankruptcy Information, while data on pledges and inheritance will be provided by the Federal Notary Chamber. The exchange will also include electronic sick-leave certificates, a borrower’s eligibility for maternity capital and the remaining balance, higher education records, university enrollment information and student ID data.

Pawnshops, credit consumer cooperatives and trading organizers will gain access to the infrastructure. Starting December 1, 2026, the system will also include the status of electronic vehicle passports; starting February 1, 2027, it will include information on criminal records, criminal prosecution and wanted-person status.
