Russia Accelerates Rollout of Unified National Geospatial Data Platform

Russia’s digital land and property data platform is being implemented ahead of schedule, with over half the country’s regions already connected.

Oleg Skufinsky, head of Rosreestr (Russia’s Federal Service for State Registration, Cadastre, and Cartography), has reported that the implementation of the National Geospatial Data System (NSGD) is outpacing its official timeline.

The platform is a government initiative designed to unify various land and property data systems at both the federal and regional levels. It enables individuals, businesses, and public institutions to access all necessary spatial data in a centralized location.

As of the end of 2024, the system has been deployed in 53 regions—far surpassing the initial target of 20. Skufinsky noted that NSGD is now integrated with 27 federal and 80 regional information systems.

During the third phase of the rollout, scheduled for 2025–2026, an additional 11 regions will be added, bringing the total to 64 out of Russia’s 89 regions. By the end of 2025, new real estate subsystems will also go live within NSGD to support cadastral valuation services.

Rosreestr highlighted that the platform has already gained traction with citizens—on average, around 4 million users interact with it monthly. The most popular features include the public cadastral map, the 'Land Made Easy' tool, and the online urban planning module.
