Russia Deploys AI Surveillance to Curb Cheating on National Exams

Neural networks now monitor Russia’s national standardized exams, tripling the detection rate of rule violations and reshaping how academic integrity is enforced.
Rostelecom, Russia’s largest digital services provider, has upgraded its surveillance infrastructure for the Unified State Exam (EGE) by introducing artificial intelligence to analyze student behavior. In 2025, AI helped increase the accuracy of cheating detection more than threefold compared to previous years, surpassing a 70 percent success rate, according to South Russia News.
During the main phase of the EGE, more than 133,800 cameras streamed over 5.3 million hours of footage to the official exam monitoring portal, Smotri EGE. AI technology was used to process live video from 300 testing rooms and review daily recordings from 1,000 additional locations. The system flagged over 1,100 suspicious activities, with more than 800 confirmed as violations.
The integration of advanced digital tools into Russia’s education and communications sectors signals the country’s growing leadership in AI-driven governance and enhances public trust in national testing procedures.
