Russia Launches a Unified Data Platform for the Construction Industry

The system is designed to address the shortage of high-quality industry data.

A unified data platform for Russia’s construction sector has begun operations. The system will allow all market participants to securely exchange information through a shared digital environment, the Russian Ministry of Construction said.

Addressing the Data Gap

The platform is the main outcome of work by an expert group formed in late 2023 on the basis of DOM.RF to implement instructions from Russian President Vladimir Putin on the large-scale adoption of artificial intelligence across the economy. The group, which brought together representatives from ministries, businesses, and technology companies, delivered substantial results.

The experts developed criteria for assessing AI adoption in construction, and starting in 2026, regular monitoring of companies’ digital maturity will begin. They also created the country’s first registry of domestically developed AI solutions for the construction sector. In partnership with the National Research Nuclear University MEPhI, they launched a specialized AI training course for industry professionals. In addition, the experts conducted an in-depth study of digital transformation in real estate development together with the Skolkovo Foundation, analyzing more than 1,100 IT products.

The basic version of the platform was approved and launched in November 2025, and its further development has been incorporated into the structure of national projects. The system’s primary goal is to solve the problem of insufficient high-quality industry data. It will standardize data, enable convenient data exchange, and create a reliable environment for trusted information.

Demand for the new tool was confirmed during the pilot phase: the first 10 datasets on apartment buildings and individual homes were downloaded more than 700 times by users. More than 50 large companies have already applied to join the platform.

A Digital Twin of the Country

“We are creating not just a database, but a unified digital environment that is convenient both for developers and for people waiting for their homes. This ensures the generation of ‘clean,’ structured data from the very start of a project, which is essential for creating a digital twin of the country,” said Konstantin Mikhailik, deputy minister of construction and housing and utilities.

According to him, the creation of a unified industry platform is part of the federal New Construction Rhythm project. The system is expected to significantly shorten the investment and construction cycle.

The active use of artificial intelligence technologies to analyze the collected data will make it possible to identify more accurate design solutions, optimize resource use, and generally make the construction industry more efficient, supporting the country’s goals of technological sovereignty.
