Russia Launches New Platform for AI Assistant Development

The new AgentNavigator system, powered by Russian AI, aims to help businesses and government agencies automate routine tasks without coding.

At the CIPR-2025 conference, Russia unveiled a new AI platform designed to create smart digital assistants for business, public services, and the digital economy. Called AgentNavigator, the platform allows companies and government agencies to build custom AI agents without any programming or system administration experience.

Powered by GigaChat—Russia’s answer to ChatGPT—AgentNavigator is intended to reduce development costs and ease the workload on employees by up to 60%. Users can deploy assistants to handle frequently asked questions, search for data, and complete routine tasks across departments. The platform also supports voice assistant features, turning it into a full-fledged corporate voice AI.

The system operates in a secure, closed environment without sending information to the internet, ensuring data privacy. Developers from the parent company will help clients design their own agents tailored to specific needs.

“This kind of tech used to be exclusive to major IT giants. Now it’s accessible to any business or agency,” said Dmitry Dyrmovsky, CEO of the Center for Speech Technologies.

The first wave of users is expected to roll out the system later this year.
