Russia Plans to Replace All Foreign Software in Universities by 2030

Five-year digital overhaul will push AI, cloud systems, and homegrown code across academia

By 2030, Russian universities will run entirely on domestic software — no Microsoft, no Google, no Adobe. That’s the vision behind a sweeping government initiative aimed at phasing out foreign tech across higher education as part of a broader digital transformation strategy for science and academia.

The state-backed push includes large-scale deployment of cloud computing and AI systems in research hubs and classrooms, according to news agency TASS.

Many universities have already embraced artificial intelligence — both in administrative workflows and teaching. As a result, academic integrity policies are evolving fast. Students are now required to clearly label any AI-generated content in their reports. Educators and learners alike are also being reminded: responsibility for accuracy still lies with the author, not the algorithm.

But AI in Russian universities isn’t just writing essays. Neural networks are becoming part of the curriculum — and powering innovation. One student team recently unveiled an AI assistant capable of accurately predicting the risk of heart failure, a promising use case at the intersection of education, research, and real-world healthcare.
