Russia’s Gosuslugi Portal to Add Guidance for Subsoil Exploration

The new section will explain mineral licensing and provide direct links to services offered by Rosnedra.

A dedicated section for subsoil users may be added to Russia’s Gosuslugi public services portal, Rosnedra told TASS.

According to the agency, the portal is set to introduce a special section for subsoil users containing information on mineral resource licenses, along with links to access Rosnedra’s services.

At present, many digital services are already available through a subsoil user’s personal account and via Gosuslugi – ranging from filing applications for the right to use subsoil resources to completing documentation related to the liquidation or conservation of facilities.

Earlier this year, Gosuslugi added the option to apply to Rosnedra for a state expert review of mineral reserves and for approval of a technical plan for developing a hydrocarbon deposit. In this case, a single form is sufficient to request both services.

Toward a “Single Window” System

By the end of the year, Gosuslugi is expected to add the ability to submit applications to classify mineral reserves as economically viable or non-viable, as well as to set standards for mineral content in subsoil use waste.

To enable the entire cycle – from discovery to field development – to be handled through Gosuslugi, coordination with other agencies will be required, including Rostekhnadzor, Rosprirodnadzor, regional authorities and municipal administrations.
