In Russia, a 'Roadmap' Has Been Created for Implementing AI in Universities

Russian universities are set to receive personalized plans for the safe integration of artificial intelligence into both academic and administrative processes—a shift from abstract discussion to actionable strategy.

A Systemic Approach to AI in Education

At the National Research University Higher School of Economics (HSE University), one of Russia’s leading academic institutions, a new framework has been developed to guide the introduction of AI into higher education. Researcher Andrey Ternikov, the author of the initiative, notes that existing university regulations often fail to keep pace with rapid technological development, creating legal and procedural gaps.

Ternikov analyzed common failures in the use of large language models across universities, explored their underlying causes, and categorized all associated risks into six key domains.

From Risk Analysis to Practical Policy

For each risk category, Ternikov not only identified potential problems but also proposed concrete measures for preventing them. The practical implementation of the strategy consists of four sequential steps. First, a rapid audit of current AI usage within the university is conducted. Next, minimum standards and rules are introduced. After that, pilot projects are launched within selected courses. Finally, successful practices are scaled across the entire institution.

The proposed roadmap shifts the conversation around AI from theoretical deliberation to practical application. It offers universities clear, step‑by‑step tools for mitigating risks and building a culture of responsible adoption of digital technologies.
