Moscow Starts Issuing Medical Certificates Online

Residents of Russia’s capital can now receive common medical certificates without visiting a clinic, using a mobile app or their electronic medical record instead.

Moscow has rolled out online access to a range of medical certificates as part of its broader digital health push. The update was announced by Sergey Sobyanin, who said residents can now obtain documents remotely through the EMIAS.INFO mobile app or their electronic medical record on mos.ru.

“Now there’s no need to go to a clinic for documents—just open the EMIAS.INFO app or your electronic medical record on mos.ru,” Sobyanin wrote.

The list of documents available online includes vaccination records and certificates, confirmation of no contact with infectious disease patients, certificates of completed medical checkups or preventive screenings, fluorography certificates, and medical records related to children’s checkups and screenings.

Cutting Clinic Load, Simplifying Paperwork

According to Sobyanin, the new service is designed to reduce the administrative burden on clinics and doctors while making everyday bureaucracy easier for patients. All certificates are issued with a doctor’s electronic signature and the official digital seal of the medical organization.

Once ready, documents can be downloaded from the electronic medical record, printed, or sent by email. Because they are generated using officially approved medical forms, the certificates are accepted by schools, universities, sports organizations, employers, and other institutions.

The change reflects a broader shift in Moscow’s healthcare system: moving routine paperwork out of waiting rooms and into apps—turning medical certificates into a digital service rather than a reason to book an appointment.
