Peace Koinange: It Is Important to Keep Moving Forward as Technology Advances

The 2nd Global Digital Forum, taking place in Moscow from October 8 to 10, has brought together participants looking for ways to make modern technologies and digital infrastructure more accessible to countries around the world.

Peace Koinange, a representative of a nonprofit organization from Kenya, spoke to the IT Russia media platform about the challenges Kenya faces in its digital development, how to maintain technological independence without becoming isolated from global advances, and who should set the rules for using artificial intelligence:

– I came to the forum to see what opportunities Russia has to offer and how advanced its technologies are. I am thinking about the future of my country and the direction we can take from here.

When it comes to the technology gap, it all depends on the country. Africa has countries that are more technologically advanced, such as Kenya, and others where development is slower, such as Zimbabwe. Much also depends on the region: technological development is usually quite advanced in the capital, while the situation can be significantly worse in other parts of the country.

As for the line between technological sovereignty and isolating a country from new technologies, I believe it depends on the technology in question. In today's digital age, everything is evolving very quickly. For example, a technology that was new ten years ago may now be widely adopted. That is why it is important to understand how to move forward and in which direction.

Who should set the rules for artificial intelligence? This is a complex technical question. I believe that experts from the industry where a technology is being implemented should take part in developing those rules. In healthcare, for example, that means doctors and other specialists in the field. Ultimately, it all depends on the technology and how it is used.
