Russia Doubles Down on Data Center Expansion

The government plans to double the number of data centers within five years to support the country’s growing AI and digital infrastructure.

Russia is developing a comprehensive national program to expand its network of data centers (DCs), Deputy Prime Minister Dmitry Grigorenko announced at the Infotech 2025 forum. The goal: double the number of operational facilities within five years.

A major focus of the plan is energy stability. The government is working with power companies to connect new capacity to the grid and define sustainable electricity tariffs for high-load facilities.

Building Beyond Moscow and St. Petersburg

Currently, most of Russia’s data centers are concentrated in its two largest cities. The new initiative will introduce unified national standards for DCs, encouraging regional development and a more balanced digital infrastructure across the country.

Grigorenko emphasized that reliable data centers are critical for scaling artificial intelligence. To accelerate adoption, Russia also needs “sufficient access to training data, mature AI solutions—especially domestic ones—and specialists capable of deploying them effectively,” he said.

Officials argue that expanding the domestic data infrastructure will ensure secure data storage and speed up the growth of Russia’s digital economy.
