Russia to Launch Consortium to Combat Cyber Fraud

A new national alliance will unite tech companies and banks to share real-time data on online scams.

Russia plans to launch the Center for Social Engineering Analytics and AI in Cyber Fraud in 2026—a new consortium designed to coordinate efforts against digital scams. The organization will serve as a central platform for exchanging information on fraudulent schemes involving information and communication technologies.

The alliance will include major players in the country’s digital and financial sectors: the Center for Legal Aid to Citizens in the Digital Environment, T-Bank, Infosecurity, F6, Rutube, Beeline, and Logika Moloka. A dedicated platform under the consortium will publish analytical reports and public alerts about emerging fraud tactics.

Building a Unified Defense System

The initiative will complement the government’s broader anti-cybercrime strategy, working closely with the Ministry of Digital Development’s antifraud platform, currently being developed by Gostech. This system will enable joint monitoring and prevention of cyberattacks targeting government agencies, banks, and telecom operators.

By combining the resources of business and state institutions, the consortium aims to detect and block fraudulent activity faster while strengthening public awareness of online security.

According to Russian law enforcement agencies, the majority of crimes today are committed via the internet—making coordinated, data-driven action critical. The upcoming cyber fraud consortium represents a key step toward building a national shield against digital deception.
