Russian Courts Transition to Digital Technologies
Judicial Institutions Adopt Online Services, Chatbots, and Unified Web Standards
Courts across Russia are rapidly embracing digital transformation, using new technologies to make the justice system more transparent, efficient, and accessible. The Volgograd Regional Court recently showcased best practices from its digital transition, highlighting how IT tools are improving interaction with citizens and streamlining administrative processes.
The court now conducts daily monitoring of electronic filings and citizen appeals, with an expanding connection to the “Gosuslugi” (State Services) portal for instant electronic notifications. Chatbots have also been deployed to handle public inquiries — providing timely and comprehensive consultations while reducing routine workloads for court staff.
A Unified Digital System
Officials agreed to standardize all official court websites and social media pages, creating a unified online presence — a “digital storefront” for the judicial system at the regional level.
Last year, Russia launched the “Justice Online” service, which allows users to submit documents, review case materials, and track proceedings remotely. The country’s State Automated System of Justice, comprising 49 software platforms, already connects nearly all regions under a single digital framework.
The shift marks another major step in Russia’s broader digital governance strategy, as public institutions increasingly move toward real-time, data-driven interaction with citizens.
