Russian Universities Introduce AI Use Guidelines for Students and Faculty

A new set of rules defines how AI tools like ChatGPT can be used in coursework and research, emphasizing personal responsibility and academic integrity.

Russian universities are starting to formalize rules on the use of artificial intelligence in academic settings. One of the first institutions to codify such policies is the Presidential Academy, which recently issued an official directive outlining how students and faculty should engage with neural networks.

The document frames AI as a tool—akin to a calculator or search engine—stressing that it should not replace human reasoning or decision-making. Students and faculty are now personally responsible for verifying any AI-generated content and for proper citation of all sources, including digital ones. The policy urges users to trace data back to its original source and critically evaluate its credibility.

Students are specifically required to fact-check any material generated by AI tools. Even if only a single paragraph is borrowed, its use must be disclosed. If AI is used in an assignment without disclosure, the student assumes full responsibility for the accuracy of the content.

The directive also outlines how AI can be used in practice: it is permitted for brainstorming and initial analysis in group projects, while its use in exams is allowed only with instructor approval.

The rules also apply to faculty. Professors are now expected to teach students proper citation practices for AI-generated material. They were also reminded that misusing AI deprives students of meaningful feedback and undermines real learning. For educators themselves, improper AI use could have reputational consequences.
