Russia's Finance Ministry Uses AI to Optimize Spending and Streamline Bureaucracy

Artificial intelligence is already handling routine operations at Russia’s Ministry of Finance—and next, it may help decide which economic policies to retire.
Russia's Ministry of Finance is going digital. AI has been integrated into the department’s daily operations to tackle repetitive tasks such as processing budget requests from other ministries. The algorithm already classifies spending applications with high precision.
Officials say that’s just the beginning. The ministry plans to scale the system to offer strategic insights—like identifying outdated or ineffective programs and recommending more productive spending paths for both economic and social sectors.
Digital governance tools adoption continues to accelerate across Russia. Starting September 1, 2026, a new law will require key logistics documents to be processed electronically. The list includes freight waybills for air and rail transport, trucking delivery requests, and various types of forwarding documentation.
According to the Ministry of Transport, the shift to digital paperwork will boost transparency, safety, and efficiency in supply chains. It’s also expected to reduce business costs by cutting paperwork and manual errors.
The finance ministry’s use of AI in document management is just one example of how technology is transforming Russian public administration.
