Russia to Conduct Large-Scale Cyber Tests at Energy Facilities
A new digital strategy sets ambitious targets for software localization and cybersecurity across the fuel and energy sector.

Russia has outlined key directions for the digital modernization of its fuel and energy enterprises. Prime Minister Mikhail Mishustin signed the corresponding directive. The document states that by 2030, domestically developed software should account for 80 percent of core production and management processes.
From Cyber Ranges to Workforce Training
Energy companies will also undergo cybersecurity testing. At least 500 firms are expected to audit their systems for vulnerabilities by 2036 and develop recommendations to counter cyber threats.
Authorities plan to test artificial intelligence technologies at a dedicated industry testbed, scheduled to begin operations in 2027.
To strengthen workforce training, a new energy-focused education program called Russkaya Inzhenernaya Shkola (Russian Engineering School) will launch next year. The initiative is designed to foster closer cooperation between schools, colleges, universities, and energy companies. Officials say the measures will accelerate the sector’s transition to a more advanced technological level.
