Putin Signs Law Establishing Unified Digital Platform for Government IT Systems
Russia is creating a centralized IT platform for the development of federal, regional, and municipal information systems.

President Vladimir Putin has signed a law establishing a centralized platform for developing government and municipal information systems. The document has been published on Russia's official legal information portal.
GosTekh will serve as a digital development platform that gives participants access to ready-made IT solutions, databases, software, and hardware through secure networks. Instead of separate systems being developed by individual agencies, the initiative is intended to create a unified technological environment. The Ministry of Digital Development (Mintsifry) has been designated as the platform's regulator and will provide access to its components while acting as an intermediary between developers and end users. The government may also delegate certain operational responsibilities to an authorized organization.
Federal ministries, regional administrations, local governments, and extra-budgetary funds will be eligible to participate in the platform. Commercial companies and non-profit organizations may join only after approval by a special government commission, and additional national security requirements may apply to them. Participation will be governed through agreements whose format will be determined by the government. In practice, the law formalizes an initiative that is already operating: once the legislation takes effect, GosTekh will officially receive the status of a platform defined under the new legal framework.
