Russian Specialists Create a Unique Construction Management Platform

Developers say the solution surpasses imported analogues in functionality.

A Russian-developed platform called SIGNAL is helping manage the entire construction process. It has successfully replaced foreign solutions and is now used as a unified digital system that increases transparency and makes oversight preventive rather than reactive.

According to the project’s author, SIGNAL’s chief technology officer Alexander Popov, the team not only built the product from scratch in two years, but also introduced new configurations tailored to market demand.

“If we go into a bit more detail, the platform consists of four core modules. DOCS is a common data environment and document management system, where everything is approved, verified, and issued for work using electronic signatures. TOOLS is a visual 3D model of the construction site designed for working with BIM models, automatically collecting quantities for cost estimates, building construction schedules, and comparing models with visualized changes. INSPECTION enables remote site supervision through 360-degree photos, allowing users to ‘walk through’ a construction site from anywhere. And DASHBOARD is the client’s personal workspace, where all key answers are available on a single screen – timelines, budgets, and major risks,” Popov explained.

All Documents in One Place

As Popov notes, the core of the system is the DOCS module, a file-based document management system. This is where the entire life of a project revolves: uploading design documentation, transferring it into production, approvals, issuance, and addressing comments. The system allows users to compare versions to verify that comments have been resolved, while final documentation is issued with an electronic stamp and a QR code. Using this code, the current status of a document can be checked at any time directly on the construction site. All of this is certified with an electronic signature. This, Popov says, is the digital backbone of a construction project.

The platform was originally designed with an open API, making it possible to integrate virtually any external system. For example, live video feeds from cameras can be displayed directly in the dashboard, while online documents are embedded into the system just like regular files.

Automating Everything Possible

“Our main mission is to automate construction processes as much as possible wherever it makes sense, simplify oversight, and move away from paper, excessive bureaucracy, and manual workflows. The key task is to avoid re-entering the same data, wasting time searching for the latest version of drawings, and at the same time not creating additional risks. One of the clearest examples is handling comments. Previously, up to 30% of comments in projects were lost or not resolved on the first or even second attempt, leading to months of delays. Now, in our system, this figure has dropped to around 5%. Managers can see where and why an approval has stalled and resolve the issue remotely in minutes, rather than convening an emergency meeting,” Popov said.
