AI-Powered Process Mining to Streamline Government Services in Russian Regions

Kaluga region will adopt Sber’s data analysis technology to enhance efficiency, cut costs, and improve delivery of public services.
Digital services are reshaping public administration across Russia, with the Kaluga region leading the charge. At the CIPR conference, regional officials signed an agreement with Sber to implement Process Mining technology within the local government.
The tool analyzes digital workflows of government agencies, identifies hidden inefficiencies, and uses AI to recommend solutions. Kaluga has already tested the system to improve the process for distributing subsidized medications. The technology highlighted areas for improvement, which reduced spending and accelerated service delivery.
Experts estimate that integrating Process Mining into public administration could lower operational costs by an average of 10% by optimizing workflows and minimizing waste.
The primary goal of Process Mining is to increase transparency and speed, and reduce human error in government services. Kaluga Governor Dmitry Razumovsky emphasized that the pilot program in healthcare had already demonstrated the system’s transformative potential.
This initiative is part of a broader digital transformation strategy aimed at making government services more accessible for citizens and more efficient for civil servants.
