Moscow Launches Digital Portal to Protect Consumers

A city-run online service helps residents resolve disputes and understand their consumer rights.

Moscow has been operating a consumer portal for three years—a digital resource designed to help residents address issues related to purchases and services. The service is described on the city’s official platform, mos.ru. Users can receive an online consultation with a specialist, schedule an in-person appointment, or request a callback.

The portal hosts more than 230 informational resources, including guides, articles, and expert interviews. These materials explain how to properly sign service contracts and what to look for when choosing clothing, footwear, groceries, fitness centers, or tickets. The portal also outlines the rules for returning purchased goods.

The materials were prepared by experts from Rospotrebnadzor, Russia’s consumer protection agency, including content based on complaints submitted to the regulator.

Content on the portal is organized into thematic sections such as “For Parents,” “Tourism Services,” “Online Shopping,” and “Legal Information.” The site also provides templates for consumer complaints, court filings, and pre-trial dispute resolution. In addition, users can ask questions through an electronic assistant.
