Russia Sets KPIs for Artificial Intelligence Adoption

Officials in Moscow discussed how the government will measure the real impact of AI across the economy, social services, and public administration.

The Russian government held the first meeting of a newly created subcommission on the development and deployment of artificial intelligence technologies. Participants discussed the performance indicators that will be used to evaluate how AI is applied across the economy, the social sector, and public administration.

The meeting was chaired by Deputy Prime Minister and head of the government staff Dmitriy Grigorenko. The new subcommission was established in early March to coordinate AI projects and interact with the Presidential Commission on Artificial Intelligence Development.

The central topic of the first session was the development of performance metrics for AI adoption. Federal ministries and government agencies presented their proposals for a system that will assess how the technology is implemented.

“Today we held the first meeting of the government’s subcommission on the development and implementation of AI. The main issue on the agenda was defining target indicators for the deployment of AI technologies in key sectors. Our task is to create KPIs that reflect the real scale of AI adoption across the economy, the social sector, and government administration,” Dmitriy Grigorenko said.

AI Infrastructure and Regulation

Participants also discussed legal regulation of artificial intelligence technologies. Another focus was the need for computing infrastructure—primarily data centers required to train and operate AI models.

Ministries and Regions

The subcommission includes representatives from the government’s economic and sectoral ministries, including Industry and Trade Minister Anton Alikhanov, Education Minister Sergey Kravtsov, Agriculture Minister Oksana Lut, Health Minister Mikhail Murashko, Economic Development Minister Maksim Reshetnikov, Science and Higher Education Minister Valeriy Falkov, Energy Minister Sergey Tsivilev, and Digital Development Minister Maksut Shadayev.

The work of the subcommission also involves Moscow Region Governor Andrey Vorobyov, as well as representatives from the Finance Ministry, Justice Ministry, Defense Ministry, the FSB security service, and the Moscow city government.

Officials say the creation of the subcommission is expected to accelerate the deployment of AI technologies and ensure coordinated work among government institutions in this area.
