In Russia, Smart Cameras to Monitor Wastewater Treatment Plant Construction

Digital technologies will be installed at all new facilities nationwide.

Russia will use digital technologies to oversee the construction of wastewater treatment plants – key elements of environmental infrastructure – Deputy Prime Minister Dmitry Patrushev said.

He noted that 134 facilities are currently operating across the country. In 2026, six more are scheduled to come online and construction will begin on four additional sites. All new locations will be equipped with video monitoring systems to track construction progress around the clock and ensure deadlines are met.

Through a chatbot, the system will report deviations or emergency situations. Weekly notifications will be sent directly to regional governors. Officials say the approach is designed to strengthen oversight of wastewater treatment plant construction.

All Information in One Place

To assist regional authorities, the websites of the Ministry of Construction and the Ministry of Natural Resources now feature best practices for building such facilities, along with lists of equipment manufacturers and vetted design and construction firms.

From the government’s side, the effort is coordinated under an “incident” management framework – a project management system that enables real-time monitoring and continuous visibility of participants’ actions. This year, more regions will be added to Incident No. 55, focused on wastewater treatment plants.
